Italy looks to scrap older scooters

The Italian government has approved a plan to pay scooterists a €300 incentive to replace their old scooters with newer, less-polluting models.

Hasn’t this been going on for a while now? Or is it just a renewal of an older policy? I thought that’s where all the Italian project imports to the US came from over the last 10 years.
