ET2/4 VIN Snafu

Ooooh, someone messed up. An actual letter enclosed with some 2002-model Vespa ET2s and ET4s:

THE NUMBERS STAMPED ON THE BODY ARE WRONG.
To: Vespa Owner
It has come to the attention of Piaggio USA, Inc., importer of Vespa motorscooters, that the Vehicle Identification Number (VIN) stamped into the frame of your model year 2002 Vespa ET4 [or ET2] contains an error. Piaggio USA, Inc. has issued a corrected VIN for your scooter.

Piaggio USA Has submitted this correction to the National Highway Traffic Safety Administration (NHTSA), as required by Federal regulation, and the correction has been entered in Error Docket # 1-22-N11-E. You do not need to take any further action.
Do not allow anyone to change the VIN stamped into your motor scooter’s frame. Federal regulations prohibit any such changes. Piaggio USA has followed all the required procedures established by the NHTSA to allow for corrections when a stamping error has been made.
